Just few days back this started, am having a problem with the steering wheel, it does not turn smoothly, i have already installed brand new steering wheel pump since one year and i had checked steering fluid level, which is full/ok, while turning the steering wheel it does not turn smoothly and also it does return poor. There is no wining sound or anything!?
What could be wrong!? any idea!?

I believe that there is a filter in the steering rack that can get clogged. Perhaps someone here with more experience can chime in

search for steering solenoid. clean as per the instructions then bleed the system.
