Default radiator fans

as soon as the car is started both fans seem to run constant is this normal even when the car is cold?

The clutch fan will rotate/"run" when the car is cold. Otherwise, if you here electrical fans, it's most likely the AC fans running. These, to my knowledge, should not run unless the engine is warm and the AC is on.

check the electric fan coolant temp sensor in the bottom corner of the radiator, it is likely shot

thats what i was figuring a coolant temp sensor, ill look to see how to check it when i get a chance thanks!
