Low air flow

Low air flow
Even with my A/C fan on the highest setting, the airflow is very low. Could this be related to, or as easy as changing the cabin filter or is it possibly something else? Thanks for your help and answers.

I would try changing the cabin filter very easy and quick and only like $15 bucks from Napa.
