I think you guys are exagerating things a bit. I have a 92 with silverstar ultra and I can see just fine. Maybe you guys are getting older and need glasses not better headlights. Yeah HID will help but I do not think the stock lights with a good bulb are all that bad. When I was a teenager I had a datsun pickup you talk about bad. Might as well not have lights.
Here is a good link that compares some light bulbs. Its a honda forum

i dont care what u have in ur 92, i have had all 3 set ups
stock assembly with silverstars
stock assembly with hids
eagle eyes with silverstar ultra
the fluted glass on the stocks are garbage for hids and without hids they suck
i am giving u advice on what is the best set up cuz i have had every option but hids in my eagle eyes, have you?

I'm thrilled with the stock headlights on my '96 LS4, but the '90-94 guys need all the help they can get:

Want another opinion?
retrofit projectors from a newer model, its a huge DIY project or you can pay someone a grip to do it for you.
Its the most expensive and/or most time consuming of them all, but it also yields the light output of modern non-reflector based headlights basically from going blind to seeing everything.
Im nowhere near done on mine but just as an example. 2009 ls460 to 1993 ls400

The OP has a 90 LS400 that has glass headlight lenses. The 3M and similar headlight restoration kits are for cars with plastic headlight lenses like your and my 2000 LS400.

I concede the 1992 LS400 headlights suck. I have been using the fog lights all the time (I took out the orange covers) that I forgot how much they suck. Today I turned off the fog lights and they suck, no other words for it. I apologize once again for even arguing with anyone on this site. I guess I'm the fool
In pursuit of perfection except:
Head lights
cruise control
sun visors
front brakes
left arm rest
Oh well I guess not all is perfect

u need sunvisors + brakes? i have from a 92 .
just get some HIDs plus 3k HID fogs.
i got 4300k for my lowbeams and i love it, pure white with a very light purplish tint on the edges. had to once drive with only my foglights on due to my relay and good thing i had HIDs or i wouldnt have seen SHIET without them..

No I do not need a new sunvisor I was complaining about the design of the sunvisor. The fact that it does not extend when you have sun on your side window.
I fixed the brakes with aftermarket parts. But all the toyotas I own (4 of them) have or had the front rotors warpped so obviously its a design flaw with toyotas. I also had a 2007 camry (that I have sold) and its rotors were slightly warpped. I bought all the cars used and they were warpped when I bought them so I do not know how they drove them but my bet is that the toyota rotors are not designed with enough safety factor, including lexus.
