Default 90 LS400 Possible Starter or Electrical Issue

90 LS400, when you turn the car over sometimes you hear a click, or sometimes the starter will crank for a couple of seconds and then dies, and all lights go dead in dash until you return the key to normal position.

Does this sound like a starter issue or electrical problem?

New battery, terminals are secured tight and are clean.

HAHA! I bypassed the relay and connect 12v directly to starter, got a few cranks, sometimes clicks, then got it to crank for 10 seconds or longer, but car wouldn't start, but starter still didn't sound good, would it be possible that it just wasn't cranking fast enough to start the engine? Gonna replace the starter I guess and go from there.

Start by having the battery and alternator output checked before moving over to the starter. Also, make sure the battery terminals are clean and tight. If you search you'll find threads about starter replacement. It's a PITA job and unless you DIY, it can be expensive.
