Default Identifing California Cars
How do I find out if my 1993 LS400 is a California car (california emissions) ?
Is in embedded in the VIN ?

Default identifying CA cars
The data plate under the hood will say it meets CA emissions requirements (as contrasted to 48 state emissions). I think carfax will also tell u where it was originally registered.

if the undercarriage looks brand new, yes it is a california car
