Default power steering issues

I bought my 91 ls400 in feb, thinking all it needed was a timing belt/water pump, but when I got it running the power steering did not work at all. Recommendations said I needed to clean the screen in the solenoid on the rack, but I did that plus replacing the pump w/ idle up valve (the old one was leaking badly). I had a spare power steering ecu it changed nothing. I am really getting fed up with throwing parts at this car. I just bought and installed leatherseat.com brand new two tone leather seats and gutted and cleaned the whole interior including brand new lexus floor mats, now the car is beautiful but I still can't drive it because the power steering sucks. Please help... i'm getting desperate and no one is replying to my replys on the pinned topic.

because u havent read them enough.

the only remains links in ur quest for PS is that one of the lines is blocked/clogged and/or the rack itself is shot.

How many miles are on your '91? And do you know if the previous owner replaced the rack and pinion?
