Default gas needle question ?

in the manul on page 26 for a 1993 lexus ls400 , it says that the fuel gauge is a non-return type needle which remains at the last indicated position when the ignition switch is turned off . but everytime i my ignition switch is turned off , the needle goes all the way down . could anyone help me out with this situation ? thanks

same thing happens to me on my 94 LS, but didn't happen on the 91 LS. I smell a conspiracy...
