Headlights should go on w/ wipers but...
Here in NY and in many other states, you must turn on your headlights if you are running your wipers.
My LS430, 2005, doesn't seem to do this in auto mode (headlights and wipers). It does keep the daylight running lights on but NY specifically says that's not good enough.
Can they be linked? Am I missing something?

My 97Mark VIII had this feature (you can toggle it it on/off), not sure why the LS wouldnt.
Have you tried to run the wipers for sometime and then checked the lights?
If worse comes to worse, you can have the dealership set the sensor to be more sensitive to outside light, which would trigger the lights earlier in AUTO mode if its cloudy/rainy outside.
