Default Blowing 15A fuse #36 1995 LS400

Every time I replace the AC/ECU fuse it blows before I even finish installing it. Any suggestions as to what this might be? More to the point...where it might be? It's got to be a short or something, but if there's a common location for where these wires rub something nasty, I'd like to know.

I recently bought this car on the cheap on Craigslist. Did a TB change and repaired a PS issue that got fluid everywhere. Leaked so bad I had the stuff on my driveway before I even brought it home. If that helps the diagnosis any.

You will need a good schematic to figure it out.
