Default scan tool for 95 ls400

Any suggestions on a scan tool for a 95 ls400? It's OBD II compliant from what I can tell on Alldata. But the ones I see in the stores all say 1996 and on. I'm confused? Don't want to spend a ton of money on one. Any suggestions from the experts of the club?

A 95 LS is OBDI not II.................... I thought.
A 96 is the first year it became II here in the states as far as I know.

Strida says his 95 is II but he lives in Canada so it's quite possible his is different due to Canadian specs.

Does your pin/plug connection under your dash look like this?

I will check tomorrow, when the dealer finally gives it back to me. I'm about to suffer a massive stroke soon. I put the car in today to have the transmission looked at "shifting really hard" and have the bushings and mounts checked out. That was 9 hours ago, it's still being worked on, not good.

I believe Lexus made the 95's OBDII since they redid the bodystyle, they knew 96 cars had to be OBDII so they just went ahead and did it.
