Default PS leak - from cylinder atop rack/pinion - now what?

There's a seal that connects the cylinder on top of the rack and pinion to the rack itself - that seal is my leak.

Besides using some kind of stop leak, what is the solution? Change out the seal? Do I need a whole new unit?

And how much to fix by a shop?
