Default Difference between D2R and D2R C1 Bulbs

Anyone know if there's a difference between these bulbs? I read they're the same but just different packaging but also read that the C1 contains both high and low beam in 1 bulb?

D2R is a reflector specific HID bulb. C1 doesn't denote being a Bi-Xenon (high and low beam).
