Default HID Bulb or ballast?

So I got a cheap HID conversion kit for my foglights about a year ago. After a short amount of time I noticed one of the bulbs was out already, it had only been a couple months. I bought replacement bulbs and never got around to installing them until now. I just put the new bulb in and right away when I turned the lights on I heard a series of clicking and the bulb is broken again. I feel like there might be a short somewhere or the ballast is broken or something because Im pretty sure it was hooked up correctly and it was brand new bulb. Now Im not sure what to do. I have a second bulb but I dont want to put it on if its just gonna burn out again. Any thoughts? Suggestions on how to troubleshoot?

Yea I know I figured it wouldnt matter much for my fogs and the driver side is still working. Its a JLM kit, only 60 dollars. The ballast is the only thing I can think of being bad besides hooking it up wrong but it looks like there is only one way to put it together. I might just buy a new set of ballasts from HID extra and use the bulb thats in there and the new one until those burn out instead of getting a new kit. They seem to have pretty good reviews even though its cheap.

I'll vouch for HIDextra. Their kit worked pretty good until recently when one of my ballast went out. They sent out a replacement the same day and it works fine.

I recommend getting an extra kit just in case something goes out and you have a backup until a replacement arrives. From what I've seen, HID kits don't last forever and it's always good to have a spare kit.
