Default HID laws in Florida

According to a good friend of mine the FL police have some sort of connection with lighting companies to enforce the end of "illegal lighting". What I was told is that the FL police have some sort of database that they can check if your car came stock with HID lighting, if it did not you are given a 1000 dollar ticket. My friend says that the law is pretty much concrete and there are no loopholes in it, even for allowing retrofits. I know I heard sometime last year it was going to be illegal to sell HID kits, but I did not follow up on it and now it is a little hard to get an answer on whether or not that actually took place. Does anyone know what the EXACT laws in regards to HID lighting is?

I see a decent amount of aftermarket HID lighting on the roads around my area, mostly 6000-8500K, and even a lot of cars have those LED washer nozzles I guess every state is different on how they deal with these street-legal items.

Yeah apparantly the reason why it is so strict in Florida is because some kid blinded an old man with them and now that guy is paralized. I would really like to see exactly what the law is in Florida though because it sounds more like an urban legend to me.
