Default HID's working intermittent 98 GS4

Looking for some help here.
My driver side HID doesn't work all the time.
Took it to the dealer once, they said the fixed it, but didn't right anything about it. I think it was working and they meant nothing was wrong at the time.
Went out again, so I took it back and they said needed new bulb (car has 75k). I did the bulb myself, worked for a day or two.
Now it only goes on occasionally.
Any ideas where to start looking?
Has this happened to anyone else?
Also, a seperate issue, the bulb is aimed really high. The autoleveling seems to work, it moves, but is not calibrated right.

check the power wires and all connections. Check the ground too

might be a ballast/controler issue. i know the aftermarket HIDs have them, do the OEM ones have them?
