I'll also add that cleaning with a white sponge also works well though not as abrasive as the steel wool. I also use piaa silicon refill blades, and while it takes a little patience in bending the metal it gives a nice clean chatter free clean swipe.

I've never had this issue, but I use PPG Aquapel routinely on all my windows annually, and twice annually on the windshield. Never a streak, but I hardly ever need the wipers anyway. Water just beads off at 35 mph so I don't use the wipers much at all.
