No, the gearing is different. It seems like the ecu limits by gear and rpm, not speed. At 120 mph with the is350 diff, the rpm in 6th gear is the same as with an isf diff in 6th at 168 mph.

That is correct, it must be based on transmission output speed or something.

This was in the Middle East so temperature is definitely a factor.

I can confirm 142mph on my manual 02 IS300 (at the time had just SRT intake and his exhaust. Now I have Dezod headers which was a big power jump.....But while 100 mph comes decently quick, 130+ takes forever and isn't the smoothest thing at all... Probably never do it again in that car).
I can also confirm 172 on my '12 F stock at the time. Super smooth all the way to 170+....And still pulling.....I wish I would have stayed in it to see where it would've topped out at because I don't go to Mexico often :-(
But 130-140 comes quick , fast and in a hurry with the F. Now lowered and Joe Z exhaust, imo, it pulls harder in the triple digits more than anything. That's where I saw the bigger performance increase being lowered and with the exhaust.

Bro....If you were going anything above 160-170, you smashed right into that white vehicle in front of you.....Or if it was going the same speed or faster, what vehicle was that?!

I've gotten confused.....What are you ultimately trying to tell us? Are you the one with the is350 with full bolt ons with speed limiter removed doing 189 mph?
