Tires and pads seem to be appropriate at the mileage. All depends on the previous owners driving style. The rotors probably could have been left alone, but it is possible he opted to replace them when the pads were done.

I don't think you'll have any issues. I've bought mine out-of-state (Chicago), and I live in Norcal.

Replacing brake pads and tires at 19k? I thought 30k sounds about right, but this seems a bit early for replacement. Like you mentioned, perhaps the car was tracked or something.

That's what worries me the most, to buy the car and find out the car was banged up. It's a tough decision, but I really want to get the car.
