I've used club soda in the past with some cleaner. Let it sit in a bucket with cleaner and shake vigorously

K&N sells a kit to clean and oil their filters. It should work and it has instructions. Don't use too much oil - it travels down the intake and dirties the MAF sensor.

The Tom's filter is not an oiled cotton gauze filter. You are not supposed to oil Tom's drop in filters.

So I'm just going to use a little dish soap and soak and then spray it out

Simple green and water works well. Just rinse it thoroughly and make sure it's dry
