How do fog lights turn on?
In North America no 2014-16 F Sport came with Fog lights...so these are definitely aftermarket.
From here it looks like the Winjet or iJDM kit...in which case there is likely a switch mounted in one of the blank spots to the left of the steering wheel on the dash, same area you'd find the BSM switch (if equipped).
If they went the extra mile on the install and used an OEM stalk switch, then you will see an extra switch on the light stalk just for the Fogs...which I assume they didn't use an OEM switch or you would have seen it already.
The other possibility is that they wired the Fogs to come on with the DRL's, in which case there is no switch, they just come on when the DRL's are on...that's fairly common as well.

those are after market .... if you dont have a separate power on/off switch, they can be wired to either turn on with Daytimes or headlights . . . by default, these do NOT come with on/off switch
i have a 2016 200t and got those exact jdm fogs. but wired an on/off switch mounted in one of the available slots on the accessories panel . . next to the BSM button

You guys are correct. This is aftermarket.
The car had been wrecked in the front and looks like they changed the whole front bumper but did not connect the fog lights.
There are no buttons connected near the bsm button.
Is this easy to connect by yourself?

Even if you turned them on, they suck. You won't see anything. I know cause I was one of the first coast to coast to buy them, gut them, toss them, and the first and ONLY to make custom fog lights out of professional OEM toyota LED parts.
Wiring them... if you don't have experience, it's going to be a major chore. Hell i've done dozens of customized retrofits (high end stuff) and for me it was a bit of a chore. (doing it right) w/ fuses, relays and such. The problem is running the wires. not a lot of space down there.
