Default Fixing a paint chip

So being the klutz that I am, I managed to put this massive paint chip into my rear bumper. Looks like I chipped off the clear and colour coats, but the primer seems intact.

Do you think I could get away with touch-up paint and wet sanding or would I have to get a body shop to fix it? I called a shop and they quoted me at 500 and I'm waiting for an estimate from another shop, but I wouldn't know what price is considered fair.
