Default Belt Tensioner Flexing

I have a 2006 Lexus Is250. Replaced the battery, alternator and belt. The battery light will come on and go off. The car has not died since then. I took it back and now they said the belt tensioner is"flexing." Has anyone ever heard of this? If so, is it easy to replace? I was quoted $700.00.
