Default Fuel system work done, City MPG dropped, Highway MPG normal

I'll keep this as simple as I can, hoping for some feedback.

Got bad gas about a month after I got the car, a 2011 IS250 with 30K miles. Gas station paid for a complete fix, new tank, lines, cleaned, new fuel pump. For three years I had continuous problems with the car "running out of gas" when it had 4-5 gallons of gas left. After the fifth dealer visit, the Lexus engineer was in town and found (hopefully) the problem.

However, ever since this work, my City MPG has dropped about 20%. Lowest MPG tank I *ever* had was 21.7MPG. It's never got above 18.6MPG since the work. I took a road trip to Dallas and back and it was prefectly normal, 32.5MPG, which is what it always got.

I too it back one more time, they couldn't find anything wrong, and I asked for suggestions. The tech said perhaps the air filter. I changed the air filter, had the tire pressure checked, and am adding some Lucas fuel additive just to round out the possibilities.Still, I'm stumped.

Any suggestions or ideas on why the City MPG would drop about 20%, but the Highway MPG mileage would remain the same? I admit, this is the third time I've posted this, and I've made the post shorter each time in hopes of someone commenting. And, yes, I have searched the forums and couldn't find a similar problem. HELP!!!
