Swapping steering wheel controls

So I have a 2007 Lexus is250 base without the Bluetooth steering wheel control buttons. My question is if I buy the buttons which are super cheap on eBay do I have to purchase any software or hardware to actually have Bluetooth or is it already built into my radio and I can use it with the steering wheel control I'm thinking of purchasing?

If you don't have navigation, then I believe you don't have bluetooth. Supposedly an oversight on the IS models while other Lexus models could be had with bluetooth without navi.
