What is this?
 
I recently found that there is a hole. I want to replace it by myself.
What is the name and the part number for it?
Is there any instruction how to replace it?
I just hope I need to take the wheel out without touching rotor or anything else.
My car is 2010 IS250 RWD.
This is at rear right tire.

Fender liner. You don't need to remove the rotors, just the wheel. But I don't see why you need to worry about replacing that part. A lot of the 2IS owners drive without front fender liners. My front fender liner rubbed a giant hole. It is practically useless. It has been this way for years now and I never had any problems.

I cut them out on my other car because of the aggressive wheel stance. If I didnt cut them out my wheels werent rotating.
Did you just purchase this IS?
If so, the previous owner probably rubbed that hole out with some fat tires haha

It probably has a purpose -- I mean, why would Lexus put it there :/ I would worry it gather water there though if it rains a lot.

Dont worry about it. Its just a protection from dirt and stuff

Most of slammed orVIP style don't havefender liner.

What homie, and others, said is true. Yes without one you possibly could run into issues if it were the front fenders. Water could get into places and cause rust compared to if it wasn't there. I have holes left and right and partially cut mine up front cause it sits low. I only worry about the hids/wiring.
Order it from eBay, take off wheel, take off retainer clips and screws, take off old liner, replace liner with new one and put back retainer clips and screws. EZ PZ

I personally don't think its worth the time... or money..

Buy any sort of black silicone/ epoxy and pour it into that gap with some wire meshing and give it plenty of time to dry and it'll be fine..

I'm with other members tho I really wouldn't worry about it
