Taking foot off the gas going 45 it feels like car is braking

Check to see if ECT PWR mode is on. Also do you hear the engine revving high? What are your RPMs? We need more data.
If ECT PWR mode is on if you are accelerating rather quickly and let off the gas it will keep rpms high longer holding it in a lower gear anticipating you are going to stamp on the gas again. I personally love this.
If you are not in drive and in S mode default max gear is 4. Meaning when you accelerate to 45mph it will remain in 4th gear and that could give the braking effect also.

It happens when I take my foot off the gas after going over roughly 45. Believe the rpms are near 2500-3000. Not using pwr mode and not in s mode. Is s mode where I use shifting?

I could be totally wrong, but your ecu might have adapted to your driving style and is putting you at a lower gear quickly when you let off the gas.That or it's holding a lower gear longer.

OP, when you're driving do you see a "4" number on your dash? It should be fairly obvious, if so, then you are in "S" mode and not in "D". If that's not the case something must be wrong and you should get your car checked out.
Also, are you able to get onto a highway and go up to 60mph? Does the same thing happen, because it should if you're in "S" mode.
If there's real concern it's the ECU (which it shouldn't adjust to do that at all, nothing that noticeable to the point you think something is wrong), you should be able to reset it by disconnecting the battery. Not sure for how long but I think it's just the negative cable that needs to be disconnected for a minute or two.
