What is the 2nd filter in the air filter housing?

What is the 2nd filter in the air filter housing?
I just went to change the air filter in my 2008 IS250. Besides the normal air filter I found another located inside the upper air filter housing. This filter looks very dirty, but there doesn't look like a way to change it. Do I need to purchase another housing? Can remove it without having any side effects? An image of the filter is attached.

It is mostly to absorb vapours from the engine so that they don't leak into the atmosphere. It is a charcoal filter which is why it looks like that.
As for removing it, it isn't meant to be removed or replaced, but you could cut it out if you wanted to. It probably won't functionally affect really anything by taking it out. There isn't really a need though.
