I were you and really want to get rid of them, go to a reputable car wash and ask the guy whose drying your car to remove them for you (have $5 ready). He will know what to do once he takes your tip.

NO need for sand paper
If you have a polisher, break it out.
If you don't...a (PC)Porter Cable 7424XP is one of the best out there.
If it were me, I would do the following
First Pass
Use the PC with an Orange (LC) Lake Country Pad and use Prima Swirl
Second Pass
Use the PC with a White LC Pad and use Prima Swirl again
Third Pass
Use the PC with a White LC Pad and use Prima Amigo
Last Pass
Use thenPC with a Black Pad and use Prima Epic
Then I would proceed to do the WHOLE car because the results will BLOW YOU AWAY.
Your paint will NEVER have looked this good.

+1 for the comment on polishing you whole car. It will look amazing . Seal it with some Optimum Opti-Coat afterwards and you won't have to worry about clear coat.

unless the guy was touching his freshly painted bumper to see if it was dry yet then how do finger prints etch your clearcoat?
Hit it with some waterless wash and call it a day...

WOAH~ hold up with the wet sanding talk and using a PC...
First grab a polish sponge (or a mf pad if sponge is unavailable) put a dab of polish (or meguiars scratch X) on it and rub it out by hand first that should work.
