Actually the shop I took it to is probably one of the most reputable shops in the area. They have an excellent track record and do a lot of custom paint jobs on hot rods. Usually when not enough flexing agent is added to the paint it causes the paint to spiderweb. This is just a clean cut, not to mention wide and deep.

i have no idea what happen to your bumper. would take it to good paint shop and have it repaint

I think it is a paint issue.

Was it a new bumper? I hope they did not replace the bumper with an older one and paint it.
