So last night I swapped out my foglight bulbs for some Silverstar Ultras (whiter & brighter, but still an obvious mismatch with stock HIDs). In the process of installing the driver's side fog, my arm ripped this cloth padding behind the assembly. Does anyone know what that padding is? I assume it's some kind of bumper padding but wanted to double check.

PS: Changing those fogs was a huge pain in the ***.

 

I'm guessing it's sound absorbing material.
