After I got a ticket for doing 80 in a 45, I set it to 75 since that's 10 MPH more than any speed limit in my area.

Yea this is pretty funny...mines is at 70 so I know when I'm speeding... the red one scared me for like a sec when I first seen it but then I realized it was jus tellin me I was goin way to fast!

The red speedo ring comes on at 100 mph and is not settable. There are more than a few jurisdictions in which getting caught speeding over 100 will buy you some jail time and a ridiculous fine, so the red color is pretty appropriate.

I knew I was going to see someone ask this question when I saw the title but I wanted to make sure... lol I have personally seen the red mark once for half a sec because I wanted to make sure it was there after hearing about it in the forum

It's not terribly uncommon to see the red ring on certain stretches of major interstate highways where the de facto speed limit is 80-90 in the fast lane.
