Judging by the photo of the lighting stalk, it looks like you either have the rear fog light on or the front fog lights on, but not both. Is this correct? That would seem odd.

The switch is on the front foglight position. To turn on the rear foglight, you rotate the switch to the rear foglight position. It's on a spring so it will return to the front foglight position after you let go.
