Help!! [problem with aftermarket headlights]

I have some aftermaket lights installed on my 2008 Lexus Is250. I recently noticed that one of them is always on high beam while the other is on low beam. Could anyone know what it could be?

What brand of headlight? How long have they been in the car? If you change to high beam mode how do they behave? Have you verified the wiring colors to see if it is simply plugged in wrong?
