TPMS Controller Potentially Broken

Long time reader first time poster. Thanks to all the contributors for all of the quality, useful information on this forum.
(Long story to follow, TLDR below)
I have a 2007 Lexus IS 250 AWD (US). The car came with TPMS sensors, all of which were working perfectly. In November 2022, I bought winter tires from Costco and mounted them on separate rims, and bought a second set of OEM TPMS sensors from Costco for the winter tires and rims. Costco set up the new sensors with no issue that I was told of, and all was good for about 50 miles. The car showed the TPMS icon, but instead of saying "Low Pressure," it said "Check System." I went back to Costco, and they did a TPMS relearn, and their TPMS tool said it failed to upload information to the car through the OBDII port, but the light went off on my dash. 50 miles later, same thing. I then went to Les Schwab, and their TPMS tool said the same thing, and the light went off on my dash, and it stayed off. Both tire shops said that the sensors were fine, and I should take it to Lexus to diagnose it further.
In Spring 2023, I got my summer tires put back on (the tires with the sensors that were working when I took them off). Same issues, both tire shops had the same problem, but, for some reason Les Schwab's tool kept the light off on my dash, but Costco's couldn't.
Recently, in November 2023, I'm having the same issue again, except now Les Schwab is charging $40 for a relearn, when it was free previously.
TLDR: TPMS tools fail to upload data to my car, multiple tire shops say sensors are fine, and I need to go to Lexus to get my TPMS fixed.
Intuitively, it seems like the TPMS controller might be broken. I can find the part for pretty cheap on eBay (about $50, incl. shipping), and I can do the repair myself (it's behind the head unit, which I've removed before).
Does this seem like a good place to start? Are there more parts to this system that I'm not considering that are more likely to be the issue? Should I take it to Lexus first?

On the IS250 you can have 2 sets of TPMS setup. There is a setup setting "Main" or "2ND" is it set on main?
I helped my coworker a few months back. Something similar. She went to Costco only got one replaced. She was ticked off went back multiple times. They couldn't figure it out TPMS light was on. It wouldn't go off.
Turns out it was set on "2nd". Put it back on "Main" for her she was a happy camper.
Also Discount Tire will program for free. Just tell them to set up the tires as "Main" for your dailies, then "2nd" set for winter setup.

I registered 4 new sensors as a second set and the whole thing took 5min and it was eventless.
