How rare is it to have a 02' Manual is300 No. 000?

How rare is it to have a 02' Manual is300 No. 000?
I've looked at a lot of Vin tags on Toyota and Lexus door jams and notice the " No. ___" followed by a triple digit.
Most of the is300's I've seen and checked out have been anywhere in the 500-800 range. My buddy has a wagon which is numbered No. 296. And those numbers are not shared with sedans, and i figure lower production on the wagon the lower the number on the vin. My 93' MR2 is numbered No. 078
So how is it I end up with this anomaly No. 000 five speed manual? Was it not supposed to be apart of the original run of production? Was it the first US 5 speed manual prototype sent to the US and was the test drive vehicle for all the magazine driver reviews and never meant to be sold to the general public? What does this all mean? Is having the only clean title fully loaded 02' manual is300 No. 000 official JDM and Toyota/Lexus history?

In all of my brain/other sources, I am not sure what that number means, but it only appears on USA compliance labels. It's always 3 digits on older vehicles from what I can tell. Some newer labels (which no longer have a "No." label), I have seen 5-digit numbers. I checked a few cars to see if maybe it was the last few digits of the engine number or something, but it isn't, unless it's some sort of calculated value based on something like the engine number.
As to whether 000 is a rare number, I suppose it depends what it means. It seems awfully random from what I can tell.
Kind of curious to know what it is used for.
