Toyota and Lexus hybrids vehicles can run when the ICE is completely off (you can witness yourself if you're still in traffic/going through a car wash/etc where your batteries have adequate charge, the ICE will remain off yet you'll still get A/C air).

Very interesting! I had no idea the electrically driven A/C scroll compressor is actually powered by the traction battery's DC high voltage that is converted to 3 phase AC voltage that can then easily be varied to control the speed of the compressor's motor. That makes sense considering the ECO drive mode can reduce or vary the compressor's speed by signals from the combination of the drive mode and the A/C system control. I guess the delay in the ICE starting in conjunction with the delay in the A/C starting is likely just an intended systems operation process. I'm glad there are intelligent automotive design engineers that can invent these types of things for us. Thanks for the information and video about it!

Yes...I believe you are correct. If the engine is warm and the A/C is off, it has no need to start the ICE to warm up the engine, but it will always start the ICE if it not warmed up.
