Is Aisin ATF-OWS compatible with Toyota ATF -WS
Drove 45 miles to buy Toyota ATF WS but when I got home discovered it was Aisin ATF OWS instead.
Is it compatible with the ATF in my 2008 RX400h as I want to do a drain and fill on front and rear gear boxes?

That ATF is not used as normal ATF in normal transmission. In normal auto, it is a hydraulic fluid/lubricant. In PSD it is splash coolant/lubricant. MGs are cooled by inverter coolant fluid. Me being me, I say any ATF works for this purpose.
Also, you are going to drain all of it anyway, so why worry about compatibility?

Yep, I'd say that this Aisin fluid will be perfectly compatible with the hybrid transaxle in your RX400h.
I'm even tipping the colour of the fluid in the bottle is going to be the same see through reddish pink colour as Toyota genuine WS ATF fluid.

ATF WS OK to use
I phoned Aisin World Corp of America at 1-800-424-9300 and talked to Cesar a technician who verified that both Aisin and Toyota had the same company make their ATF WS but he could not name the company. He said Aisin ATF WS was made for Lexus 2006-2008 RX400 and our 2012-Prius. And Aisin makes Toyota's transmissions.

Under the not-so-misguided assumption that Japanese auto manufacturers stick to Japanese suppliers as much as possible, I bet my money on one of these two Japanese petroleum producers: JX Nippon Oil or Idemitsu Kosan.
Both claim to supply products to OEM manufacturers but neither identify their clients; there must be a confidentiality agreement. Nippon Oil sells WS ATF under their Eneos brand name, part# Model T-W; and Idemitsu is self titled, part# Type TLS-LV. Currently, you can find both on Amazon: Eneos for $8 a quart (but you have to buy 12); and Idemitsu comes in a 5-quart bottle for $35. I don't think you can go wrong with either one if you are doing a drain/refill - but the 5-quart bottle is definitely easier to manage. If doing a flush, I would recommend Valvoline MaxLife ATF; much more affordable and I can attest it works as intended in Toyota/Lexus products. I flushed our ES350 and Tacoma, both of which call for WS ATF.
