Do you mean the emergency flasher relay?
If so most relays like that are in the fuse box under the hood. A black box to one side of the engine compartment.
Once you remove the cover, an guide to the relays and fuses is printed inside the cover. It may also be in the owners manual.
If that does not help, I will do a search on my service manual DVD for more information.

Hs250 h Lexus hazard signal flasher
I think that relay is the one which produces turn signal sound. I have laid down and did locate it in driver dash side above fuse box. The switch for the hazards turns off and onn with techstream testing, with no effect on flashing hazard which is continuous. I got the flasher from Amazon, just seems like difficult job to perform without proper steps because of its location.
