Do dealers install the power outlet for the 2017 GX 460, 2nd row? If I do it somewhere else, would that affect the warranty?

I doubt you could get a dealer to do this. It would only affect the warranty if this mod was related to a warranty electrical problem. Follow advice here and you will be fine.

I have heard that if you purchase the entertainment package, there will be outlets installed for the 2nd row.

I ended up doing mine myself and it was rather easy and straightforward. Fortunately for me my brother just purchased a 2017 and installed two outlets in his (so I knew exactly what to do).
