Can the small plastic connector from the radiator to the overflow tube be replaced?

Default Can the small plastic connector from the radiator to the overflow tube be replaced?

While driving home I saw steam coming from under the hood of my GX470. When I looked, I noticed the coolant overflow tube coming out the top of the cap had melted and was spewing fluid from under the cap. I followed the tube from the overflow and noticed the other end hanging. When I checked, there was hard plastic in the end of the tube. As I looked further to determine where the tube could have been connected, I saw 3 prongs sitting off the radiator. So, I am wondering if the small plastic can be replaced over the prongs?
