Reading about this problem is making me consider removing the rear interior panels, and creating some sort of an access hole with a hinge that can be opened and closed to operate the mechanism... sounds like a write up to create to me!

The fact they quoted you $300-$500 tells me they can probably open it and know how to do it in less than an hour actual. That's usually the labor to turn 3-5 screws.
And we all know the part doesn't cost $400.
so they want another $400 labor to install the lock actuator thing which is probably turning another 3 screws.

Not sure what I would do but I wouldn't let them do everything with an open end estimate like that. You can always bring in the actuator yourself so they don't need to charge you $400 to get from their own parts department.
