like most things people do to cars, some just like how they look. They also help keep more stuff from going down the rear bumper when your wheels are not tucked in the wheel well.

There's a federal law on where fenders to the edge of the tire distance wise is. This gets around it as it "widens" the fender.
Ahhh yes the good old fashioned party pooper laws, just like Ocean City, Maryland during H2Oi. Where your camber gets measured and your car gets a full inspection if you're pulled over. I remember one year I went in my e36 M3 and made sure to have an alignment sheet showing I was within factory spec range with -1.5 camber in the rear.
Honestly the Japanese fender molding looks ugly, pointless, and out of place. If anything makes the car slightly less aerodynamic creating miniscual drag. But I guess some people don't care and just want JDM.
