4th Gen GS 350 / Year Recommendation
I own 3rd Gen 2008 GS 350 with 165K miles.
Bought it in 2011 with 10K miles.
Has been a great car.
Time to upgrade to the 4th Gen.
Prefer CPO at Lexus dealership with 25-40K miles.
What year model should I go with?
Suggestions and comments would be appreciated.

Depends on your budget, but looking at CPO with 25k-40k miles, the current market will be flooded with 2016 lease returns that are perfect CPO cars. I'd go with a 2016 and see if you can find one with the optional Safety System. Not sure if AWD is important or if you prefer sporty over luxury, but the 2016's were offered in base/premium, lux package and f-sport package variants.
The 2016+ models were also refreshed to include a revised front facia/headlights/grille, rear tail lights, new wheel options and some mild interior upgrades w/more standard equipment. Average price will be around $35k. Here are some good examples:

What AJ said - the 3 year lease turn ins are your best bet and target the 35k for CPO. Figure out what you really want in terms of options first, then be patient and your new baby will pop up sooner or later.

I got 2014, it's basically the same car as 16+ but $10k less. I chose 14, because I don't like the updated look of 2016+ model. Between 13-15, I would say don't get the 13 model because it does not have auto folding mirror and a few other minor detail such as raised parking sensors etc.

Any year will be fine as this generation has been largely free of big issues.
But with that said, I'll give a summary a shot. This is purely from memory, so others please add/correct me. This is also for the 350 and not considering the 200t/300.
2013 - First Year of 4GS
2014 - Added availability of power trunk closer and power side mirrors. Added Rear Cross Traffic Alert (RCTA) to Blind Spot Monitor (BSM). Sonar parking sensors became flush mounted. RWD models switch from 6 speed automatic to 8 speed automatic.
2015 - Added Atomic Silver as color option. New Navigation System includes subscription free HD Traffic and Weather. F Sport models added a trunk mounted F Sport badge. Mark Levinson Sound System added Clari-Fi technology. Lexus Enform Remote became available.
2016 - Revised front fascia and rear tail lights. Headlights become LED. New instrument cluster, new wheel options, new navigation system and revised Remote Touch Interface (RTI). 2GR-FSE engine is replaced by the 2GR-FKS, gaining 5 hp. Lexus Safety System+ becomes optional. Cabernet Leather replaced by Rioja Red.
2017 - Lexus Safety System+ becomes standard
2018 - Smokey Granite Mica color added. Luxury trim discontinued.
2019 - Added Amazon Skill Integration. Hybrid model discontinued.

When I bought my 2001 GS430 in 2004, three year old models w 30k miles were about $30k. And that's what I bought.
When I looked years later at GS350s, three year old models were usually around $30k w 30k miles on them.
I was just looking now, and there are plenty of 2016s around $32k w about 30k miles on them; the numbers are a little higher because it's still early in the year.
It's fascinating to me. The price of a used Lexus has not kept pace with inflation. These cars are a better deal every year.
The technology in them has improved, and the quality of manufacturing is at least as good.
These cars are nothing short of miraculous demonstrations of value.

HD traffic pretty much useless due to delays, at least here in LA I never use it. I've upgraded to GROM VL2 using Google Maps/Waze, vastly superior to LEXUS poor infotainment system.

Sir, if you maintain your described discipline between trade intervals (Gen 3 to looking at Gen 4 now)—candidly you will be in good shape with any CPO or low-mileage lease return. They are plentiful from ‘15-‘18. Buyers’ market.
If you plan on keeping your Gen 4 as long as you kept your Gen 3, as long as you don’t buy new—you’ll likely have another very reliable GS at a discount based on current demand.
