Wiper Position
Can anyone tell me why my wioers don't go back down to the low spot beneath cowl? I swear they used to and now they wont drop down no matter what I do

Pull down hard on the wiper arm right where the wiper blade connects. Pull so hard that you think you're going to break something. They'll go down...and nothing will break.

The paradox is that the "snow" position, pulled up along the glass to allow raising the arms
also moves the blades away from the glass mounted heating wires...that you use in
the winter to release the blades from the icy windshield!

Had the same problem on my GS 2014. Decided to check this problem with some technicians. They sad that some wires detached that were preventing wipers to go back down to the low spot.

If you have the heated wiper section on the windshield (Cold Weather option), why are you even pulling them up. Let the car do what it is designed to do.

The heating elements at the bottom are meant to help melt the snow that gets pushed down by the wipers. When you are driving through a snow storm, more and more snow gets packed there and is a common cause of burnt out wiper motors or broken linkages when the wiper blade is blocked from completing it's full sweep.
By putting your wipers in the winter position, you reduce the chance of damage because the wiper down sweep stops higher. The heating elements are still doing their job keeping the bottom part clear of snow as you are driving.
Having it in the winter position also makes clearing snow easier. And if you are parking outside and forecast calls for ice/freezing rain, you always want to put up your wipers to reduce ice buildup and you can only do that in winter position. But maybe this is more of a Canadian thing.

I am in southern CA and we did get snow in the local mountains. I also noticed ice built up on my windshield overnight that the wipers cannot scrape through!
didn't know about the winter wiper mode either. wish my LS (older car) had this. which would make replacing the wiper blades much easier rather than opening the hood.
