Voice to Text issues

Voice to Text issues
I just recently began having issues with my iPhone and using the voice to text feature (not to be confused with siri). Last week i was able to open a text message and click the mic button at the bottom right corner of the phone and talk my text message and it would be typed out where i could then send it. When i go through the normal steps it appears that the bluetooth will not engage where it will hear my voice. This just stopped working yesterday. Has anyone else had the issue?
I called the "technology expert" at the dealership i bought the car and i think he actually doubles as the janitor and technology expert, he had no idea on where to begin. His infinite wisdom suggested I turn my phone off and turn it back on....yea, thats the tech expert. Needless to say that did nothing.
I have a 2017 GS 350.

Clearly an issue with the bluetooth.
