There is: The most striking exterior differences are with the front end bumper/headlight design, new wheel designs and the rear tail lenses. Also no more fog lamps! Interior differences you'll notice in the way of an updated infotainment with full use of screen for maps, steering wheel/buttons/controls, wood trims, etc. Slight bump in hp for the GS 350 models with 3.5 V6 now rated at 311 hp.
If you can afford it, I recommend the 2016 model as the refreshed items really help polish up the 4th Generation GS. Personally, I wish I could have the full mapping feature on my '13.

Multiple safety features, such as Dynamic Cruise Control, Pre-collision System with Pedestrian Detection, and Lane Keep Assist, which were previously options were added as standard equipment in 2016.

In 2016, the BSM and RCTA were standard. The Safety System+ (pre-collision warning, pedestrian detection, lane-departure warning with steering assist, auto high beams, adaptive cruise control) was an option for $900 (not 100% sure about this price) and navigation with larger screen was an option for $1730.
In 2017+, the Safety System+ and navigation with larger screen became standard.

By the way, Lexus routinely has incorrect information on their website. A base GS 200T comes with 225/50R17 tires with the option to upgrade to 235/45R18. Lexus website states that a base GS 200T comes with 235/50R17 tires with the option to upgrade to 235/45R18 (ref. http://www.lexus.com/models/GS/specifications). I pointed this out to two Lexus dealerships and Lexus corporate back in 2016 and they told me it was a typo (and gave me the attached document) but two years later they haven't fixed it!

Edit: It doesn't have Lane Departure, Vehicle Sway Warning, Intelligent High Beam, or Dynamic Cruise Control either.
