Stillen is currently in the final R&D phases for the 3IS with plans to expand to other 2gr platforms if it's ever released. They still have to overcome the ECU tunability & feesability of CARB certification.

I still don't get what the ECU issue is. Is it the encryption of the software?

It's encrypted big time. Nearly military grade, encrypted end to end between the ECU and some control points. They do not want anyone messing around in there. Considering the disaster of old people in Prius' ramming the cars into walls and blaming the chips, I can't say I blame them for being protective.

All manufacturers are protective. The difference is that there is an extremely limited market for tuning Lexus'. But there is a big market for tuning Corvettes, Camaros, Mustangs etc so tuners are willing on investing the time and softeware getting into them.
