No, they are cast aluminum.

I seem to have the impression that when the surface is scratched, the interior exposed appears to be white in colour. Anyone has similar observation?

The interior is a different color because our wheels are painted. I found that out when I got a flat tire and my brand new rims were scratched by the repair place!
