I have a rho-plate on my GS and it does not interfere with the sensors so long as you have the angle correct.
I was worried about the plate either giving false returns or "blinding" the sensors, neither has happened to me in my 6months with the plate of the vehicle... damn proof-of-correction required tickets.
I do have the plate offset as far as possible to the left of the car and tilted to match the contour of the bumper... in any other position, you will get false returns.

In reply to your question about the Lexus IS 13 vesus the 14 tow hook. The tow hook bolt appears to be shorter on the 14 models, so the bolt will be too long and stick way out from the bumper, if you get an earlier pre- 2014 assembly. I thought about buying one and having it cut to size and then have it re-threaded, but that is an awful lot of trouble. I have heard that the pre-2014 kits have a bolt that sticks out about 3 inches from the bumper of the 2014. Sportpop
